GreenPAK6 with ISP programmer.
After selecting Debug and chosing the ISP platform and setting VDD, clicking on Program produces the error message in the first image.
Looking in the Program pulldown shows NVM is already selected.
To get Program to work, you have to UN-select NVM and RE-select it.
Not a huge problem, but irritating.

I've just tested your sequence few times but never met any error. Are you using the latest Designer version 6.18?
Yes, version 6.18, and several previous versions.
It reliably occurs on the first programming attempt after launching the program.
