The Scan Window and Scan Interval are defined by the Bluetooth LE SIG, so I would suggest you to refer to Bluetooth LE Core specifications for getting more information. According to Bluetooth LE Core specifications, the Scan Window and Scan Interval shall be less than or equal to 10.24 s. The Scan Window shall be less than or equal to the Scan Interval. If the Scan Window and the Scan Interval parameters are set to the same value by the Host, the Link Layer should listen continuously. The minimum value is 10ms, but you can understand that scanning procedure will be extremely short.
