we are using DA14580PRODTLKT for mass program ,
and now need to change our panel to 6 PCB's per panel instead of 12.
It seems that since this device is using RS232 interface to burn the UUT's it has no advantage (time wise) over using J link and burning one unit at a time through the dedicated SW interface
also , If this device is using RS232 interface how will it start burning the SW without a bootloader on the IC prior to burning?

I do not understand the question, can you改述the question, say it in other words?
The PLT tool is handling all the DUTs reallyin parallel. That means that the testspeed and the loading of software takes the same time using 12 connections or 6 connections.
The GUI-testing is done in two parts. When the DUTs are booting for the first time, the software'prod-test.bin'is loaded in to SYSRAM. Via this software the XTAL-TRIM is done and e.g. RSSI-testing. After that, there is apower-cycleandnew booting softwareis loaded SYSRAM. This software is'flash_programmer.bin'and via this software the customer firmware is loaded.
After start-up of the DUT, software is loaded always from the PLT-tool via UART.
