Could you advise if DA9070 able to meeting the charging requirement (battery 400mAh) of not exceeding 45C?
If yes, what would be the operating condition (such as charging current)?

Hi Eng-k, yes, you can do this. WHen you configure the device, there is an external thermistor (e.g. 10K NTC) and an external resistor. Combined with the internal comparator thresholds, these set the 'Hot' (and 'Cold') threshold. See page 40 of the datasheet. The Hot threshold is therefore effectively set by external resistor.
