You should be able to download the restricted files from the support site, you ve got the proper permission.

hi~，liuk2277，you can contact the Dialog service by sending an email. I clicked on the left top of the website"Help/feedback" and sent an email, then receive a reply. I got the permission now and can download everything. Hope can help you.
