Yes you can, its just a 580, although this requires that the hardware you have, hasn't allready its OTP and the application flags on the OTP header burned. But even if it is, you can download a fw in the sysram via JTAG (as long as the JTAG enable flag in the OTP header isn't burned as disabled) but when your power off the beacon the program in the OTP will be uploaded into the sysram.
Since you are able to download code(iBeacon code)via keil and step through the code with the debugger, you should be able to download any code from the SDK in the hardware, it doesn't have to do with the OTP application flags (since you can download fw through keil). In order to check if the OTP is burned you can use Smart Snippets and the OTP programmer tab in order to read/write the OTP. What do you mean that the programming fails ?
As my previous message above, I have Smartsnippets installed but it cannot seem to find any projects even thought I have specified the directory where DA1458x_SDK is located?

Thanks for your reply. I am able to debug with the iBeacon source code but when I try to flash other example code it just fails?
I am using the Beacon - Battery Powered hardware together with the supplied Dialog Segger programming board.

It seems that I can erase the flash and enter debug mode but when I try to download any code to flash, it comes up with the following error message:
Flash download failed - "Cortex-M0"

if you are going to download firmware into Flash, you need to use Smartnippets which you can download it from Dialog website
